Starfall is good. There are many activities to choose from within the app.

My DS loves the LEGO trains app and the Animals Games app (it's basically puzzles in digital form and you can then see where the animals live).

Toca Boca makes a bunch of different games that are really good for this age. My DD likes the cooking and eating related ones, but there are a lot to choose from.

PBS kids requires wifi, so that likely won't work. We actually have the wifi membership to use onboard, but it wasn't fast enough and kept stalling.
We got good results with the Dr. Panda apps. There's an airplane/airport one, which is quite exciting to use on a trip.

Endless apps for sure! DD is only 27 months but she also loves any sorting/shapes games. I also bought certain things in the Buzzle App (mainly all the puzzles).
