Applying for a part time job. No benefits. At my previous job I would have received a 5k raise upon receiving my license, which I will have when starting is position.
The agency I used to work for is one of the higher paying in the community. Should I list my "desired salary" as half of my old salary (because I will be part time), or go higher to account for the license?

Go higher. If they want you and it is really an issue they will negotiate.

I would factor the cost of benefits into my starting position - they are saving a lot of $$ by not offering benefits. I would ask for 75% of my old salary and negotiate down from there.

I agree with @yoursilverlining: start high because they likely won't offer more than you ask for! Also can you phrase it as a ball park figure or be general about it?

@As Time Goes By: oh, that's a good idea. I wanted to start the conversation by asking them what the pay band was, and discussing what I used to make.
But maybe I just need to be bold. I'm sure that it wouldn't stop them from moving forward if they want me. They can always counter offer. -

I usually resort to a range.
The higher of a more realistic number to the high number. I have always gotten the "higher of my more realistic number" which makes me wonder if I should have gone higher.

@Silva: I would say a range. I would calculate based on percentage, like 20-25% of your current pay (the part time rate), on top of the $5k you're talking about. Do market research first - like what is the going rate for the position in that industry. You should be able to find that out on salary.com.

Break out what your salary with the $5k raise is per hour. Then times the hourly rate by how many hours/week you'd be working and use that as your desired salary. If you price yourself too high, they may not even consider you.
