Most of my formal clothes for both kids come from Smocked Auctions or Cecil and Lou. But it's very Southern/Preppy, not sure if that's your style or not.

Carters and Osh Kosh have some cute dresses right now for toddlers - dressy, but affordable.
I had good luck in the past finding Laura Ashley dresses on Amazon for DD.

How familiar are you with Maine weather?
I live in Maine, and a lot of people from away tend to assume it's COLD for a huge amount of time. That's not entirely untrue, but just as an FYI September is a really weird month here... can be in the 80s one day and in the 40s the next. I'd suggest whatever it is you get, you have layers on hand. Tights and a cardigan would be attire appropriate and easily removed if needed.

@Mrs. Cereal: how does their sizing run? O is 21 months. 33 inches and 24 lbs but tends to need smaller sizes on top with narrow shoulders. I'm thinking 12-18m will be fine.

I got some cute dresses for my 18 month old to wear to a wedding from Target. They have a lot more options online than they do in the store, and I couldn't stomach paying much for something she would only wear once.

@Mrs. Cereal: how's the quality on Trish scully? I've admired those many times for lo. So ethereal and beautiful. I love that they're not babyish but not like, adult clothes just sized down either, ya know?

Honestly, I have the best luck for occasion dresses at consignment stores! And the prices are usually really good. Since things like that don't get worn a ton, they are usually in really good shape. Good luck!
