You could do super heroes - buy shirts with the logo (even in the boys department), add a tutu for DD, regular pants for you, make a mask out of fabric (just cut out eye holes) and a cape.

I'm all about making regular clothes look like a costume with a few accessories. Animals are pretty easy with just the ears, tail, and makeup. I've also done little red riding hood with a navy blue dress I already had, tights, boots, a red cape with hood I bought, but you could make one, and a basket I carried around.
