@Ms. RV: I might have missed this but have you talked to your new neighbors? My dogs are leashed when they go outside but I would be mortified if my dogs were doing something that was bothering one of the neighbors.
I would hope that they are responsible and considerate neighbors and think of other solutions to adequately contain their dog and kids. I can hope at least.

@BSB: You would think if I talked to about it that they would be reasonable. The mom laughed and said "well that's Booboo for you." Even after the dog ran at my daughter scaring her to tears.
