Looking for ideas for practical, useful, non-junk or candy party favors for kids between 2-4 yrs. In the past, I’ve done cute socks, hair clips for girls, bath toys, board books...any other ideas along those lines?

Crayons and a small notebook, water colors, stickers... I'm a big fan of art supplies. They don't take up much space and once you use them they are gone.

I bought a big value pack of capes on amazon and did them as favors for my daughter ballet party (along with tutus for whoever wanted them, but the capes were the hit). Worked out to less than $3 a cape.

We just went to a party when the favor was a mini pot and some flower seeds. The kids loved it and love having their own plant at home.

Melissa and Doug reusable stickers or their small crafts (masks you decorate with stickers, bracelets you decorate with stickers, etc.) are often under $5 and go over well. That is what our local birthday party venues give out when you let them do the favors for you.
I have also given out nice ribbon wands (Like the kind they would have in a children’s music class).

At B’s birthday party last year we bought four packs of Paw Patrol books and wrapped them individually. This year it’s a Superhero party so we bought capes and masks for everybody.

Sidewalk chalk. You can buy packs or you can buy a big pack and break it up and put it in glassine bags.
Kids love the novelty stuff though, the bracelets, small plushes, etc.

We've done water wow and the M&D on the go coloring books before, as well as wiki stix and play foam. That's always a hit with kids in that age range.

Last summer I found these cute felt mini crayon and paper holders. The outside was a school bus or rainbow and inside held a small pad of paper and 5 crayons. It was perfect for the car. They were $3 each.

We did bubble wands with a personalized bracelet for each kid at my girls' last party. Another recent hit were geodes the kids could chisel into for "fossils" (not particularly useful, but non-candy). Play doh and books are always nice. Another one they liked was a cheap apron with a pizza dough recipe attached.

Melissa & Doug reusable sticker books were a huge hit at our 3yo party.
We also just got a puzzle at another 3yo party and my son loved it. But might be too old for a 2yo (he’s only recently more into them).

People have done coloring books for us and I thought that was by far the smartest and most useful favor! They are very thin and cheap sesame street ones. You can roll 1 or 2 up together and tie a ribbon around it.
Another thing we've got before were tiny tin boxes of puzzles. Tie a balloon on each of them so you save a bag per each.
We have also gotten a long tube of bubbles with a wand before, you know, those that makes gigantic bubbles.
Then we've gotten lose toys like sunglasses and other little nothings, while those are not candies (which I appreciate) but they are just junk....

Recently got a pack of Doc McStuffins Uno cards and that was a big hit! Also, a cute notepad with an invisible ink pen. We did cute ballerina chapsticks, tutus, and crowns for a ballerina party.

We did these superhero masks and capes this year and they were a HUGE hit, multiple kids were wearing them to daycare days later and I got several texts from parents that their kids were sleeping in them.

Target in the dollar spot has Tic Tac Toe games. They are $3 and come in pineapple/ flamingo and the regular X/O

Kids love stuff with their names on it, so one thing that was super cute was custom decorated cookies.
