I love hitting the Target Dollar Spot for little things for toddlers (including stocking stuffers) -- bubbles, stickers, play dough, play foam. Consumables are great -- you can never have too much of this type of stuff around with a twp-year old.

2 year olds love everything. Seriously, my kiddo used to (and still does) go crazy over the junk people give in party favor bags. Like some mini bubbles, some crappy off brand crayons, and a sheet of stickers would make her day.
