Both!
With a Tula you'll need an infant insert in the beginning. A solly wrap is better for newborns but has a limited lifespan, I've found stretchy wraps to get uncomfortable around three months, but so great for those first few weeks.
A Tula has a much longer lifespan but I prefer wraps in the beginning.

I don't own either, but it looks like a Solly is similar to a Moby. I liked the Moby for the first 3 months, but after that it wasn't working anymore. I use a ring sling with DD now.

I'd say both. I used the Solly mostly in the early sleepy newborn phase. After three months I moved to our beco Gemini (SSC like Tula). LO is almost 11 months and I still use the beco. I also just bought a Tula ring sling for quick trips and easy up/down.

They do very different jobs. Solly is like a moby, and will be great for the first 3-5 months. After that, you would want something like a Tula, Ergo, or Beco.
ETA we had a moby and an ergo and I think we will get a solly and beco this time around.
