We hired a contractor to do some work in our homes last year (installations of our floor and backsplash). He had just recently started his own business. He just emailed me asking to send him a 1099 for his work. I have never done that for a contractor and I’ve worked with quite a few. Do I have to send him one??

@Portboston: no, you don't need to issue him a 1099 if he literally worked on your personal kitchen that you don't operate a business out of and you paid him personally (not under a business name).
Essentially if you're not engaged in a trade or business, you don't issue 1099s.
