I really hate crimes like this. Sure they're "petty" but they're also so needless. One of my biggest pet peeves are people that break/destroy other peoples' things for no good reason.

I once saw a teenager walking down a street bending the antennas on cars for no reason at all. What the hell? WHY? There was also the year a bunch of college students threw our Christmas decorations in to the lake for fun I suppose.

I wish that we'd crack down on crimes like this in general, even if committed by a teenager. I can tell you right now if this were my kid, I'd make sure he was scrubbing toilets at the town hall for a month.

I think community service would be appropriate. Fines would end up being paid by the parents and obviously the city can't force the parents to make the kid work to pay them back, and I don't know about additional charges - I wouldn't want a stupid teenage act to mess up the rest of his life with a criminal record. But he definitely needs a lesson in hard work and respect!

I think he deserves community service (lots of it, possibly volunteering only for city so no one can write off the hours for him) but not a fine that will just be paid by his parents.

@LuLu Mom: I agree, lots of community service! The kids not going to learn anything if their parents have to pay a fine out of their pockets. But if he has to work his ass off for the city, then he also has to admit to his friends what he did, and what kind of trouble he got in, and I think that sends a way bigger message to peers!

I guess I'm wondering why all the animal/bird feces/dead bugs or toads/etc. doesn't contaminate drinking water but some urine does?

@dagret: This was my thought too. Maybe they dumped the water because this is more of a public image issue?
