My midwife said it is not uncommon for even first-time babies to not drop until labor has begun. I dropped overnight between 37+6-38. I woke up in the morning and was quite certain of it, and it was confirmed by my midwife at my appointment a few days later. My water broke (labor beginning?), I didn't have contractions until about 12 hours later, she didn't really 'drop' until I pushed her out 6 hours after contractions started. The contractions had to bring her down.
