The one we have now is over concrete, so we just framed off with wood where we needed to and then filled with sand. The one that was over our lawn, he dug down a little bit (maybe 6 inches or so?) and then put down landscaping fabric to cut down on weeds, and then lowered a frame into the space. He painted it white, and if we ever did that again we would just use wood treated for outdoor use but not paint it because the sand abrades the paint and it started to look a little ratty pretty fast. It was really nice and functional, though.
