We sort of do both. We have a step can in the bathroom with a pail liner that we use for all the diaper changes at home. But while LO is at daycare they use large wetbags each day to put the dirty dipes in and other than cleaning out the poop I just leave the diapers in the wetbags until washing days (twice a week) works for us! I just hang large wetbags off the towel rack in our bathroom since I just change the kids on the floor. When a bag is full, it just goes in the laundry room. I was curious how skipping a bin all together would go since we have limited floor space and I have a cat that likes to jump on our trash can and occasionally knocks it over. With one hand on E and one on a dirty diaper, I wouldn't be able to open a zippered wet bag. The diaper pail openings aren't wide enough for our needs. I am pregnant again and plan on using this same set up with baby #2. We ordered the wet bag on etsy and it has held up amazingly. No problems so far. The liner fits well in the pail, it has a step lid with an inner flap that you can lock (otherwise you just push down on it). The main reasons were because the lid could be locked so LO couldn't get in and also so our dogs couldn't get in (even though they are small I still liked the lid). Love that the lid closes itself and how sturdy it is.
