I've worked at a homeless shelter, and I'm sure that would startle me - especially with a baby there. I think sometimes people just get into survival mode, where they aren't thinking "oh it would be socially inappropriate for me to go into this house. I shouldn't do that" and think "I need food/water/to sit down/bathroom so I'll go here." Don't worry about not doing something - it's hard to do something meaningful that would actually help, people usually need more long term care. And the police would have probably just drove her back to a shelter. Sorry you were scared! I was home at my parents for the summer and one afternoon when I came home from running errands there was a stranger in our house. I was in such shock that I just yelled at him to "get the F out of my house!!". We called the police but they never found the guy as far as I know. They think I must have come home right after he got in because nothing was stolen.
