I'm between 7 and 8 weeks and woke up to my regular jeans not fitting anymore and I have been dealing with dull aches in my lower stomach/hips/lower back...it's just things stretching out.

I absolutely had RLP at 12 weeks and even before. In the beginning it felt exactly like what you're describing. That stretching, almost a burning feeling and a slight crampy/dull ache.

I had several days worth of RLP beginning the 12th week--at first I thought it was my ovaries, but then I decided based on Dr. Google that it was RLP. My doctor didn't seem concerned when I brought it up yesterday. I think that if you're not bleeding and you're not in severe/debilitating pain, you're probably fine. If you're in doubt on whether the pain is severe enough to merit a call, I say call--better safe than sorry!

It sounds to me like the start of round ligament pain. If you can lay down and rest for a while in a comfortable position. And if it's bad enough, you can take tylenol too. Those two things should help. If they don't lessen the pain at all, then I would call your midwife. If they do, I think you're fine.

my OB told me that anything that stopped me in my tracks or that was more severe than a menstrual cramp, or any bleeding, warrants a call

I am 12 weeks today, having what feels like growing pains - stretching and some pinching in the lower abdominal.

It feels more sore and achy than painful, but how do I know when it's "severe" enough to call my midwife?
