We love our Toms. They are pricey.... but for us we didn't have much choice because my LO has huge feet and we couldn't find anything cheaper in her size with a soft sole and I figured with these at least you're buying a pair for someone else who needs them too. Also, they're gender neutral so our next LO can wear them, and they go with everything so we only had to buy one pair for shoes.

We got this pair, they suggested the high top to support her feet and they also stay on her feet better and are harder for her to pull off.

My daughter is learning to walk, and she has several pairs of pedoodles that are really cute. I got them both used but seemingly unworn. I'd check out all your local thrift stores, I think shoes often get thrifted un or barely used.

Target has some (very few) soft soles to size 5. But it's. start. I am in love with the Nike toddler shoes. Most have very flexible soles but support (so they don't feel every rock). These are great for preschool. We just bought two sizes at an outlet store.

DD is currently in the Robeez soft sole shoes but they are getting worn and I want something with a little more sole cushioning but still flexible. Some friends of mine swear by See Kai Run Smaller line and Pediped, but we all know how pricey they are. Any other suggestions in good shoes for a 11 month old learning to walk? And any good tips on good sales for shoes?
