Our hospital only does tours of the maternity wing on Wednesdays at 6pm (which is NOT convenient for us, as we have no family in the area and daycare closes at 6pm and kids aren't allowed on the hospital tours...) and one Saturday a month. I don't love that a lot of restaurants jack up their menu prices, though, so what we've started doing is going out for a nice meal the night before (this year it's Friday the 13th haha) and then staying in and cooking something special together on actual valentines day. We're planning steaks with homemade Bearnaise sauce, twice-baked potatoes (my H's fave!) and some kind of veggie.
