I should have added a disclaimer that whilst this incident happened in NZ, it is by no means representative of the country as a whole as NZ is quite possibly heaven on earth. The people who saw the child phoned the mother and she arrived back at the car as the parents arrived. I'm hoping it's just a mother who doesn't know any better and needs a bit of support to learn appropriate parenting skills.
