Turns out a bunch of them prohibit tents other than baby tents! I got a decent one from Target for like $20 on clearance a few years ago and have used it a few times at the beach and at a park. It has a "tarp" that can be used as a bottom if needed but like at the beach it provides a lot of shade so that the kids can play in the sand but be shaded.
