There are several laws which govern that, which I'm sure could be modified. I think they'd have to be changed through the Congress though - a president couldn't do this unilaterally unless it's somehow done as part of the his role as Commander-in-Chief of the armed forces. (Hello, National Front in France). I think he's giving voice to the xenophobia and racism that a lot of people feel. Republicans usually appeal to those voters in much more "polite" terms. ("Immigration reform" "build a wall") The real question is, how to tackle these feelings that he and other far right politicians tap into? Why are so many people so filled with hate and resentment? How do politicians and entities like Fox News feed into it?
