Stride Rite has great shoes but they are over your budget (and I only buy them on sale, seems weird that some of them cost more than my shoes!). Carter's has shoes and they are having a sale right now, but I don't know if they have a lot of options in size 4.</p> <p>People bought my LO lots of regular sandals and she never wore them last summer. I buy her fisherman's sandals because she needs a more closed toe since she's running around all day.<br /> I also buy her athletic versions of Mary Jane's. I see lots of little kids with Crocs, too.</p> <p>The two stores I would suggest are H&amp;M and Payless.
