With some trial and error, I have found that if I put my fingers between the grey rubber pieces (hug straps?) and the chest clip and pull out, it loosens up much easier, instead of pulling from underneath the rubber part. I'm not sure if this is how it's supposed to be done, but it seems to work.

<description>&#60;p&#62;We had a hard time with this, too. You have to keep the clips clasped together until you have loosened it. Make sure you are pulling up on the little latch in the bottom of the seat and then pull the clips at the same time. It took me a while to get used to it...

Our initial problem was that when we installed it, the end of the belt that should just stick out the bottom by the feet was looped and trapped. Random and I doubt that happened to you too. If you can touch the end, that is not your issue. That said, it does not loosen as much in comparison to the Chicco keyfit. So, it may just take awhile for you to get used to it.
