Our car seat says its fine to be in any of the three positions as long as its locked in one of those positions. They way its installed, we can't put it all the way back like Mrs. Stroller is talking about. We did hang a few toys from it when she was little but they were always soft toys and just 1 or 2 things.

The police officer who inspected our says that the handle should go all the way back and then KEEP going so it's basically pointing at the floor. I do that when we're going on the highway. If we're just going to be driving 25mph over to his daycare then I leave it up with a toy on it. Toys are a no-no too, apparently, unless they're made by the car seat manufacturer.

I always put it back, by still attached toys to it. She could get them from the side.

If memory serves me correctly, it depends on the seat. Check your manual, they are online too if you need it but, I think the key fit can be left in any position but the primo viaggio has to be ask the way up by baby's head (this may have changed but on older ones it was the case.) I remember there being one where it was different depending on installed with or without the base too...

Plus I think some people attach toys to the handle but slide then around so baby can reach from the side.

I was never told anything about the handle. I was leaving it up but it blocks the view of the mirror I put up so I could see LO so now I put it down. It makes sense that that would be safer though.

Do you put the handle for the car seat all the way back into the seat in front of it or so you leave it up in carrying position? At the hospital, they told us to place it all the way back into the passenger seat. We do that, but then I hear some people put toys on their handles which makes me think they don't put the handle back?

What do you do?
