Lower end manufacturers (like ON) use essentially cookie cutters to cut their pieces, and cut out multiple pieces at a time, so the fabric on the top is cut one size, and the fabric on the bottom is cut slightly a slightly different size, even though it is the same "size" cutter. I don't know if it's the case for these leggings (these look more like they were mis-sized, or that one pair is cropped and the other full length), but sometimes it has to do with how the item is manufactured. Manufacturers sometimes press/cut out the item from a large stack of fabric--so the cuts on the top of the pile are more precise than the cuts on the bottom, causing some irregularities amongst the finished items. Very often fabric quality and fit would have variations. It was so much smaller, I couldn't even snap it closed. And I had already washed it because it didn't occur to me that it might not fit!
