I don't have to manage two, but at that age I gave my son fake jobs to do that didn't mess me up but kept him busy and happy. Like, I'd give him a package of tomatoes and ask him to put them in a bowl for me. Or I'd chop the veggies and he'd toss them on a pan. A wooden spoon and bowl were usually pretty successful too. A lot of the time he would just stand there and eat something like cheese or bits of dinner.

My girls are the same ages ( well my youngest is 20 months.) I usually put the younger one in her highchair and give her some utensils to play with. I'll give her a small bowl of food that she can play with too. Works well for us

We have a clip-on high chair attached to our bench / breakfast bar (It's an older Phil & Ted) and my little guy goes in there. He's not quite 18mo so still too little to be helpful but I figure I can give some cheese to cut up with a butter knife!

I strap her to my back and chat about what she can see us doing...and ignore her whining.

My 3 year old loves to help me cook. She is a good listener and helper and I like having her help. My 1.5 year old wants to do everything big sister does and can now climb the learning tower herself and attempts to squeeze up there when DD1 is helping me. DD2 is totally not ready for the same responsibilities that DD1 is and it's really creating a problem and making dinner is becoming a hassle. How do you occupy and make your youngest feel included in the cooking when they can't really do much and you have limited supervision to offer?
