My mom is making one for me and the plan is that when we lower the mattress that we'll just take it off. The whole reason I want one is so that I can't see the mattress platform and then crib bars below that.

Definitely the iron on hem tape is the easiest. I use it for lots of home projects;)

You could use that no sew hem tape to "hem" it up. We ended up taking the skirt off when the crib is at the lowest setting, but we also converted the crib to a toddler bed at that point.

Are you handy at all? What type of skirt is it? Depending on the type, you could take it off and hem it up to the new height, either by sewing or by using hem tape.

That happened to us, too...our skirt was designed for the highest level. I would tuck it in under the mattress when we moved it down but it was a pain every time I washed the crib sheet. When LO was standing up all the way and we moved the crib down to the lowest level, I took the crib sheet off altogether since it looked kinda silly :( We used it for about 7 or 8 months, but I feel like I wasted money on it!

Thsi may sound like a completely crazy question but I am not very domestic...

We just lowered LO's crib last night since it seems as if he may be able to pull himself up pretty soon. The mattress now rests on the middle rung on the crib, about 5 inches lower than the highest position.

The problem is... the crib skirt is now waaaaay too long! Do you have any suggestions on how to fold it under to prevent it from dragging? Please forgive my silly question!
