We were actually at a water park today. I changed both of my kids at our beach chairs from wet swimsuits to dry clothes and no one even cared. Plus the ladies room was out of order and the other restroom was clear on the other side of the park. In most European countries I have been to, kids run around naked on the beach, sometimes at the pool, and in city parks with water fountains and it is 100% ok. We go to a kiddie pool and there are little girls who are probably 5-6 years old wearing only bottoms, and it is perfectly acceptable. I think I'd cut off letting my kids be nude anywhere but in the house and maybe the backyard when they are 3.
