I have had issues with our teachers being lax about teacher to student ratios when they are outside for some reason. I too noticed this happens mostly when there are mixed groups of kids together (1s and 2s have the same play space outside). So if they averaged out all the ages and it was more than 20 months, they would be ok with only one caregiver. For example, the 1 yr olds and 2 yr olds might be together for 30 minutes until there are more kids and staff present for the day.
