Towels were also on the small side I found and so we have been sticking to regular bath towels since almost the beginning. However, my mom made hooded towels out of a regular towel and a hand towel that's awesome because you get a hood but still a full size towel/thickness/absorbency. If I'm not ready to get him dressed right away after the bath, he is able to hold it on himself much better than non-hooded towels. So I think they do serve a (small) purpose, but they're certainly not necessary.
