Have you looked into ipl or fraxel treatments? Both effectively treat pigmentation issues. I got it thanks to genetics. It's not under my eyes, but is above my lip so if I'm in the sun a lot it looks like I have a moustache. I've been trying an apple cider vinegar/water mix on the area twice a day and it has definitely helped.
