I can't respond from a food safety perspective, but from a quality perspective, you almost never want to thaw and refreeze food. Freezing forms ice crystals which damage the tissues in the food. Thawing melts those crystals into mini pools of water. Refreezing then results in even larger ice crystals than in the first freezing. Larger crystals lead to even more tissue damage...which is why your food looks off after the second defrost.

@chopsuey119: Go ahead and cook it all today. Then can you use the leftovers tomorrow in another dish?

Nope! I was taught that once you freeze, defroze, to never refreeze again. If I don't use I just toss it.

My mother always taught me that once you thaw you either have to cook it or toss it. She said that refreezing thawed meat was unhealthy.

I'm not sure if it is true or not but I have never risked it.

I thawed salmon last week and refroze it.
Thawed it yesterday and it looked weird so I ended up tossing it.
It was for Lo, wasn't orangey and didnt wanna risk her getting sick.

I'm thawing some tilapia now. Definitely wont be using all of it today, so I need to refreeze half. It's harder to tell if white fish has gone bad ..
Gonna keep an eye on it and refreeze when it's half thawed.
