Ours is either steam or water, so I'm not worried about fire hazard. I do have to pull up the curtains because otherwise all the heat will build up behind them and not in the room. But they were used for secondary heat (we mostly heated with a wood stove), so it wasn't like that for the entire winter. Furniture and in some cases window treatments that reach the floor. The baseboard heating that we have is water running through the system, they're not electric. But they were just usually one per room except for a big room that had one under each window (4 for the room). I would be okay with high raised furniture like a bed that leaves lots of space around it.
