I think it's all part of marketing. When you're at the bookstore/library you're not going to pull every single book off the shelf to read the blurb. So a catchy cover draws you in. I was growling when a few of my faves had their covers changed with her stamp. I think the graphic designers and illustrators know who the target audience of the book is so if the cover is appealing to me, the book probably is too.
