@mediagirl: We buy the sacks of "cuties" which are much easier to peel. She LOVES peeling the outside once I start it. Its great for fine motor development.

I would say that you shouldn't need to peel the inner skin, but making sure that all the stringy stuff is off is a big deal for me. My brother almost choked on that when he was a toddler. It got stuck half in his mouth, half down his throat.

C is 15 months old and we peel them. I didn't even consider she might be able to do it herself. Hmmm... Might have to try that.

When he was little I'd peel them, but around a year and a half I did exactly what @lemondrop said! I'd start to peel a whole orange and then give it to him. Kept him busy for awhile!

I gave it to her with the peel, but would cut each slice in half at first. Now I give her the whole slice.

Ha, ha, I had the image of giving a baby a whole orange and saying, "have at it!"

I still give my 18 month old sections, but it's because I'm eating it with him and have to share.

I haven't given him oranges this summer, but during the winter/spring i used to section each one and then cut a thin strip from the straight part of each section if that makes sense -- the toughest part to chew.

He was under a year old at the time, though! (~7-10 months) Earlier on I would also cut each section then into 3-4 stubby lumps, too.

I think at 13 months she is probably ok, but maybe depending on the clementine/mandarin/orange itself? :) yum!

I think I used to peel them when she was that age..?
But I know at 15 months I didn't peel them and she was fine.

I haven't given M fresh oranges until now. Up until now, I gave her those Dole packs of mandarin oranges. I bought a sack of oranges, though and realized, the oranges in the little cups are peeled!

Ummm...do I peel them or at 13 months will she be okay with the peel?
