Liquid goes on afterwards--i use a sephora liquid liner with a foam tip. easy peasy. Sometimes i put it on before if i have a light eyeshadow and a dark brown eye pencil (sephora's waterproof one is amazing. No smudges) but I lean towards darker neutrals so it tends to go on afterwards. But i like liquid the best because I can do a very very thin line and it just sort of amps up my eyelashes without me having to put lots of mascara on. I wear glasses at work so I feel like I have to wear a little more on my eyes anyways. I don't have a lot of eye to work with, though.
