We live in Asia so it's mostly customary to take your shoes off. Although, it doesn't seem to be as important here in china, as it was in Japan. When we were living in tokyo, even maitenance or delivery people, always took their shoes off without even being asked. The movers even took their shoes off. Here in Beijing, maitenance or other people wear booties over their shoes. But it's pointless because they have them on already walking through the hallways. It's hard to take your shoes off, walk to the back door, put them back on and take the dog out, though... Logistics win over taking the off most of the time other than the family room. I'm crazy about keeping our carpets clean because our house is so small that you can really see wear patterns if I don't make a concentrated effort to keep them clean :-) Plus, who knows what the dog walks in when she's outside, so I feel like there's less potential germs/allergens in the house, too.
