I recently got a tablet and there are certain games on there that I've thought are not much different than some of her toys. The only thing we let her watch passively is musical stuff. It's not necessarily that I would recommend it as ideal but it keeps her happy in the car when I've just had enough screaming and crying. Obviously a baby isn't really interacting with an iPad (maybe cause effect but that's it). The interactive vs passive makes sense to me!
