We only make her hold hands while we're in the street or a parking lot. The consequence of running off is needing to hold hands for awhile. Knock on wood we haven't had any issues with this policy. Sometimes he gets all independent and just wants to run around like a madman and not listen to me. It gets terrifying as he approaches the end of the sidewalk and I have to stop him from running into traffic!
