He can wear either 12 or 18 months on the top, but only 9 or 12 months on the bottom (especially with shorts). He's mainly in Old Navy, so their 2T runs small anyway. For pants, he's still in 18 month ones because he's all belly, but his legs are a touch shorter. Once his belly goes away, his legs grow.
