Usually I can gage if she is actually hungry though- if she only wants fruit gummies for a snack, she just wants candy. If she'll accept something healthy, I let her snack. He doesn't cry or "let me know" really, other than loudly sucking on his thumb. If we're out and about, she'll either get really cranky (and I can figure it out), or she might ask for a specific snack that she likes. If we are at home, she will just go open the pantry door and ask me for snacks.
