Heat oven to 375 degrees. Stir together graham cracker crumbs, flour, and baking powder* in small bowl. Set aside.<br /> 2. Beat condensed milk and butter smooth; add reserved crumb mixture, mixing well. Stir in coconut flakes, mini kisses, and holiday bits. Drop by rounded teaspoonfuls onto ungreased cookie sheets.<br /> 3. Bake 7 to 9 minutes until lightly browned. Cool 1 minute, remove from cookie sheet to wire rack. Cool completely.
