I don't know what is causing the error message, but you should absolutely call the Clear Blue hotline and tell them. This happened to me and Clear Blue federal expressed a new box of 20 to my house and sent a bonus box of HPTs. I think my problem was that I was "flooding" the the little stick machine. I thought the units had run out of batteries or something. I never thought that something could be wrong with the sticks.
