We try to always be ready or willing to step out with her so if we are in a restaurant and mid-meal, we had to go outside if she started a tantrum. It can be harder if you have an audience because you get so much more stressed and toddlers later want the attention so it's better for everyone to remove toddler from all the eyes if it's possible that is. Yeah tantrums suck and its a surprise that they start so early :(. Some reading on how to deal with toddler behavior in general might find you a few tips, I found reading blogs and books to be very helpful.
