They are like any weapon in war and there is always going to be collateral damage. Locking them up won’t make everywhere she reigns a utopia, there will always be people suffering, people who are not benefitted by her rule, etc. She can’t solve every problem, but I feel like she is trying to solve all these huge issues by trying to rectify the one-off situations.
