Our daycare actually outlines in their policies that until the kid is around (I think) 2, biting isn't necessarily punished -- the kid gets redirected and the parents notified, but it's "developmentally appropriate." It's when they're older that it become more of an issue. My parents sent me a year early because they thought I was smart lol but apparently not smart enough not to bite another kid.
