We are in the process of trying to sell our home and there is a car that our neighbors abandoned 3 years ago, a house that I've literally never seen anyone go into (we've lived here 6 years!) and our backyard neighbors are a hot damn mess. Is that just the one good looking spot in his yard and the rest is gross, or is that the worst part? He may just not be really into having an artificially perfect yard. Maybe he's into greener stuff (lawns treated with chemicals can be bad for the environment, watering them is a huge waste of water, etc). Maybe he loves bunnies. I know I love to watch them. There's a good chance you'd have bunnies around even without weeds. I see them in my neighborhood all the time, even in pristine yards. I also wouldn't call the country if that's the worst of it or close to it. They work to ensure health and safety, but I doubt they'd do much over such a minor cosmetic issue. I'd also be insulted if my neighbors dropped off a weed mat and note. </p> <p>If your dog is going nuts, maybe it's more of a dog training /behavior issue and you could try working with him on that. I mean, it's also kind of unfair to expect him to conform to your standards of what a good enough yard is just because you don't want your dog to see rabbits. </p> <p>I've also heard some plants repel rabbits. I think impatiens? DH only has time to cut the grass, and I need his help when he comes home from work. I would probably drop them a note first asking them to take care of it but otherwise I vote you see if that is an option. The way the city sees it is that if there are ugly yards it brings property value down which in turn brings down tax revenue. </p>
