It looks like there's a pretty good procedure in place for recalls though - manufacturer is asked to do so voluntarily at first (here, Chrysler/Jeep refused), there's some sort of appeal process now, I think?. And an involuntary recall can also be issued. They were asked to voluntarily recall the affected years but Jeep refused.
