That is because the class typically encompasses a broad range of people and as part of the settlement they usually have some provisions saying that you are not allowed to pursue any further legal action on that issue. Therefore if you want to still sue, you need to opt out. I'm quite experienced filling these forms out because I have to do them for clients when there is a class action suit regarding a stock or mutual fund : ). Hubs worked at Walmart in high school and he once got about $500 from a suit against them.
