It might be against rules too because I know cast members are allowed to move your stroller at any time. It happens a lot before parades. I definitely plan it so that all our valuables go in a backpack or crossbody bag I take while in line. We won a stuffed animal last weekend, and I just prayed no one took it while we were on rides. A lot of times you see diaper bags and a ton of other personal belongings too(obviously no one wants to bring those things on the rides...). They must have no stroller storage because all the fancy strollers are left outside unattended. No one locks them. But I do lock it to the stairs in our building and we locked it outside of an art gallery tonight. That said, I've been surprised by how many people leave their strollers unattended at the playground or public places like restaurants or museums. When we're at the playground, I always keep an eye on our stroller and when we're out and about, I keep our stroller with us.
