We live in an older home with lots of windows so it's definitely an issue! Last year we put the plastic sheeting on a window and the plastic tape was such a pain to remove in the spring! I had to use a razor blade in some spots and it chipped the paint, it looks awful!

This year we used removable caulk on the exterior of the windows, it's really made a difference! Obviously that would not work in an apartment building... We also put pieces of foam in between the screen and window.

@looch: I agree, the installation process for that plastic is terrible! And even worse, I never feel like it's really helping keep the room warm!!

Last year, we jammed some weatherproofing foam into the crevices of the windows to eliminate drafts... it really worked! It was something like this:
http://www.amazon.com/M-D-Building-Products-2097-Density/dp/B00005202U/

I've also read good things about "v strips" but haven't ever used them:
http://www.amazon.com/M-D-Building-Products-3525-Weatherstrip/dp/B000CSGEIC

@mrbee: is there an alternative you recommend...I loathe the whole process, with that double sided tape, the staticy plastic, the hairdryer...omg.

We did last year and it made a huge difference! Haven't done it yet this year, but this recent cold snap has me motivated to finish the job this weekend.

Someone posted a neat tip last year on the boards: they suggested you light a candle and hold it near your windows. When the candle starts to flicker or goes out, that's where you need to weatherproof. It totally worked - gonna try it again this year!
